The five steps in the organizational climate survey are:
- Employees fill out surveys.
 - Managers fill out surveys.
 - An independent data-processing firm analyzes the responses.
 - Department heads review problems identified by the surveys and meet with their employees to review and discuss feedback, analyze problems, identify issues, and develop action plans that will resolve them.
 - Department heads meet with their supervisors to report progress toward dealing with the issues identified.
