There were several major objectives in this project:
- Through the participation of all general managers and members of the operating team, determine the framework for future policy decisions and performance standards.
- Provide a significant body of information about areas of strength and concern, as perceived by all general managers and operating team members.
- Establish a clearly defined statement of norms, or principles, that would guide future actions and provide for greater consistency of performance.
- Clearly define a framework to help ensure long-term rather than short-term decision making.
- Build a team concept and strengthen the ties between the general managers and the operating team.
