The first and foremost change that must be made in the structural policies of the developing nations is a reduction in the dependence on international trade taxes as a source of budgetary revenues. Second, pricing policies must become more flexible. Third, the efficiency and productivity of state enterprises must be increased, perhaps by reducing the government's channeling of investment into large and inefficient state concerns. Finally, import liberalization must become an integral part of structural policies.
