Establishing an efficient human resource strategy is a complicated process. The complexity inherent in assessing the current and future human resource needs of the organization and securing the appropriate personnel to fill these needs is augmented by significant differences between the country and corporate cultures of the headquarters and those of the numerous affiliates or subsidiaries.

Any attempt to understand the basics of building an international human resource strategy must begin with a thorough understanding of the major activities that go into human resource/personnel management. Scarpello and Ledvinka 1 have identified the main activities listed in Figure 15.1.
